It will desalinize water to supply the Fortaleza metropolitan area's water system. The plant will be built under a modular concept that will allow more modules to be added in order to increase capacity going forward. It is estimated that the first module will meet between 12% and 15% of the city's water needs, benefiting about 720,000 people. The plant will be built in the metropolitan area of Fortaleza, Ceará state, Brazil.
