Cars cannot travel more than 20km/h in the Trébol sector during rush hour, so the project seeks to ensure that traffic avoids El Trébol completely. One of the tunnels will go between the Tola Baja sector and El Arbolito park, while the second will connect Velasco Ibarra Avenue with the Rumiñahui Coliseum roundabout and a bridge will go from the General Rumiñahui highway over the Machángara River. Once completed, the initiative includes the operation and maintenance of the General Rumiñahui Highway and the Western Step (Phase III).
